The Mystery Gift Giver? - Phineas

Have you ever wondered what the city folk people where talking about? A mysterious guy that gives gifts for free? Well....its not just a rumor..It IS TRUE!!!

Seriously I am not joking.

The guy's name is Phineas and he is a sea lion that wears a top hat and a tux.You can find him random hours of the day and sometimes on the weekends. He gives out ballons, bunny ballons, pinwheels and bubble wands. They come in diffrent colors such as , blue, baby blue, cyan, pink and red. It seems he only appears on Sunny days when the sun is out in the city. Don't be greedy. He only gives you one per day if you see him.

PLEASE NOTE: That bad luck from Katrina and running into things will cause the ballons to pop (just like real life). SO be CAREFUL!!!
